Identify the public authority
Determine which department, local body, public institution or other public authority is likely to hold the record.
Promoting lawful access to public information, evidence-based civic participation and transparent referral pathways.
We receive concerns for listening, general awareness, documentation support and responsible referral. The competent authority or qualified professional decides the legal or clinical outcome.
| Issue / concern | Relevant law, route or forum | How AURA CLARION can help |
|---|---|---|
| Government record, order or information you need | RTI Act, 2005; identify the public authority holding the information | Help identify the likely authority and frame precise, record-based questions. |
| Unclear public authority or department | RTI Act, 2005; applicable PIO/APIO or designated authority | Help identify the likely information holder and correct filing route. |
| RTI application drafting | RTI Act, 2005; request existing records/information rather than demanding creation of opinions | General drafting awareness and document organisation; no guarantee of disclosure. |
| No response, delayed response or unsatisfactory response | RTI Act, 2005; first appeal and, where applicable, second appeal/complaint route | Explain the general appeal sequence and help organise records. |
| Public-interest transparency concern | RTI Act, 2005 and other applicable transparency/accountability mechanisms | Help distinguish an information request from a complaint and identify the lawful route. |
| Need for information from a private organisation | RTI Act generally concerns information under the control of public authorities; separate contractual, regulatory, statutory or grievance routes may apply | Explain the distinction and refer to the appropriate alternative forum where identifiable. |
The Right to Information Act, 2005 creates a practical regime for citizens to access information under the control of public authorities and promotes transparency and accountability.
AURA CLARION can help with general awareness, question framing, document organisation and referral. AURA does not become a Public Information Officer merely because it is a charitable trust.
Determine which department, local body, public institution or other public authority is likely to hold the record.
Ask for existing records, documents, orders, data or other information rather than demanding an explanation or opinion where the law does not require creation of information.
Use the relevant PIO/APIO or applicable online/offline mechanism. AURA can explain the process but does not issue RTI responses.
If the statutory response or process requires challenge, the applicant may use the applicable first or second appeal mechanism under the RTI framework.
Email support@auraclarion.org with subject RTI & Public Interest. We can provide general information and help identify the appropriate public-authority pathway. For formal legal advice, approach a qualified advocate or Legal Services Authority.
Email support@auraclarion.org with “RTI & Public Interest”. Tell us the public authority, subject, records sought and the relevant dates.
We help identify which public authority is likely to hold the information and explain the difference between a Central Government authority and a State Government authority.
The Central Government RTI Online portal is for Central Government public authorities. It states that applications for State Government public authorities should not be filed there. For Andhra Pradesh matters, use the applicable State/department route or Andhra Pradesh Information Commission pathway.
We can explain the general first-appeal/second-appeal structure and help organise documents. We do not act as the PIO/CPIO or guarantee the information requested will be disclosed.
