Receive
We receive the information through our designated email channel and record only what is reasonably needed for initial handling.
AURA CLARION can receive information about suspected wrongdoing, retaliation or public-interest concerns involving public authorities and, where appropriate, private organisations.
AURA CLARION receives representations from affected people and members of the public. Please send the detailed facts, dates, persons/institutions involved, documents lawfully held and the outcome sought to support@auraclarion.org. AURA will guide the person on the appropriate internal channel first, where safe and appropriate. With written authorisation, AURA may then send a detailed representation from its official organisational email to the concerned management, officer or head. If the matter remains unresolved, receives no response, involves retaliation or conflict, or requires external intervention, AURA may consider the matter for next-level whistleblower/public-interest escalation to the competent authority, statutory body, regulator, vigilance body, police, court, Lok Adalat or other lawful forum, as applicable.
1. Receive the representation → 2. Guide the complainant to the appropriate internal channel → 3. If authorised, AURA sends a detailed representation from its official organisational email → 4. If no response, inadequate response, retaliation, conflict or statutory intervention is required, AURA considers next-level whistleblower/public-interest escalation → 5. Follow up responsibly.
For immediate danger, serious crime or safeguarding emergencies, the appropriate emergency, police or statutory authority may need to be contacted directly without waiting for the internal route.
Public-interest scope: AURA may receive concerns even where they do not fit a specific public-authority or private-organisation category, when an ordinary person or community is affected by alleged failures of procedure, rules, safeguards, fairness, accountability or lawful service delivery. The appropriate forum depends on the facts.
| Issue / concern | Who may approach AURA | Internal route — first | AURA representation | Next-level whistleblower / lawful escalation | Public-interest impact / common-person harm |
|---|---|---|---|---|---|
| Abuse of institutional authority or retaliation | Employees, students, patients, service users, volunteers, beneficiaries or other affected persons. | Explore the organisation/department grievance, ethics, HR, safeguarding, vigilance or designated channel first, where safe and appropriate. | With the person's written authorisation, AURA can organise the facts and send a factual representation from its official organisational email to the concerned management, officer, head or designated authority, requesting acknowledgement, review and corrective action. | If there is no response, inadequate response, retaliation, conflict or a need for external action, AURA may consider a next-level public-interest representation to the competent regulator, statutory body, vigilance authority, police, court or other lawful forum. | People may suffer when authority is used improperly, complaints are ignored, or retaliation discourages lawful reporting. |
| Wrongdoing in a public authority or government institution | Any affected person or reporter with a bona fide public-interest concern. | Explore the department's grievance, vigilance, ethics or designated officer/channel first, where appropriate. | AURA can help structure the facts and, with written authorisation, send the representation from its official organisational email to the responsible officer/authority seeking review and correction. | If unresolved or unanswered, AURA may consider escalation to the competent department, vigilance body, Lokayukta, CVC/PIDPI where applicable, police, court or other competent statutory forum. | Public services and rights may be affected when required procedures, safeguards or accountability mechanisms are not followed. |
| Wrongdoing in a private organisation with a public-interest dimension | Employees, customers, patients, students, beneficiaries, consumers, service users, volunteers or other members of the public affected by the concern. | Explore management, HR, ethics, grievance, safeguarding, compliance or another designated internal channel first, where safe and appropriate. | With written authorisation, AURA can send a factual representation from its official organisational email to the concerned management/officer/head and request acknowledgement and corrective action. | If unresolved, unanswered, retaliatory or otherwise requiring external action, AURA may consider escalation to the competent regulator, professional/statutory body, police, court or other lawful forum. This may apply to a company, NGO, school/college, hospital or other private institution where the matter affects the public interest. | Members of the public may be affected by unfair practices, unsafe services, discrimination, non-compliance or failures in an institution serving the community. |
| Corruption, bribery or misuse of public office | Any person with relevant facts or records, subject to lawful disclosure. | Explore the appropriate departmental grievance/vigilance channel first, where appropriate, unless immediate external reporting is required. | AURA can help organise the facts and, with written authorisation, send a detailed representation from its official organisational email to the concerned authority requesting examination and corrective action. | If not addressed, AURA may consider escalation to the competent anti-corruption/vigilance/statutory authority, including CVC/PIDPI where applicable, Lokayukta, police or another lawful forum. | Public trust and access to services may be harmed by suspected corruption, bribery or misuse of official position. |
| Misuse or diversion of public funds | Employees, beneficiaries, service users or members of the public with a bona fide concern. | Explore the relevant finance, audit, department, compliance or vigilance channel first, where appropriate. | AURA can help organise supporting records and, with written authorisation, send a factual public-interest representation from its official organisational email. | If unresolved or unanswered, AURA may consider referral/escalation to the competent auditor, vigilance authority, regulator, statutory body, police or court, as applicable. | People and communities may be affected when public resources intended for services or welfare are allegedly misused or diverted. |
| Procurement, tender or conflict-of-interest concerns | Employees, vendors, service users or members of the public with relevant facts or records. | Explore the procurement authority, department, compliance, ethics or internal vigilance channel first, where appropriate. | With written authorisation, AURA can prepare and send a documented representation from its official organisational email seeking review of the stated facts. | If not addressed, AURA may consider escalation to the competent procurement, regulatory, vigilance or statutory forum, as applicable. | Unfair procurement or conflicts of interest may affect public value, service quality, access or confidence in an institution. |
| Fraud, falsification or serious financial wrongdoing affecting the public interest | Any affected person or reporter who lawfully holds relevant information. | Explore employer/management, internal audit, ethics or compliance channels first where safe and appropriate, unless immediate external action is necessary. | With written authorisation, AURA can send a factual representation from its official organisational email to the concerned management/authority and request corrective action. | If unresolved, unanswered or requiring statutory intervention, AURA may consider escalation to the competent regulator, police, statutory authority or court. | Fraud or falsification may cause financial, service, safety or other harm to affected people or the wider public. |
| Threats, intimidation or retaliation against a reporter | A reporter, complainant or other affected person facing retaliation or intimidation. | If safe, explore the organisation's protection/grievance channel; where unsafe or urgent, do not wait for internal action. | AURA can record the retaliation concern and, with written authorisation and where safe, send a representation from its official organisational email to the responsible authority requesting protection/corrective action. | Where the internal route is unsafe, unavailable or ineffective, AURA may support direct escalation to police, competent statutory protection mechanisms, regulator or court. AURA cannot guarantee statutory protection. | Retaliation or intimidation can prevent people from reporting concerns and may create continuing risk to affected persons or the public. |
| Urgent threat to life or physical safety | Any person facing immediate danger or a serious emergency. | Do not wait for internal correction. Contact emergency services/police immediately; in India, 112 is the national emergency number. | After immediate safety is addressed, AURA may, where appropriate and authorised, help organise the facts and send a follow-up representation from its official organisational email. | AURA may support follow-up referral to the competent police, statutory authority, legal professional or court. Immediate emergency intervention must not be delayed for AURA's process. | Immediate danger or serious safety risk requires urgent protection; the internal route must not delay emergency assistance. |
| Other public-interest concern involving members of the public | Any person or community affected by an alleged failure of procedure, rules, norms, safeguards, lawful process, impartiality, service standards or accountability in a public or private setting. | Where appropriate and safe, first explore the responsible management, grievance, departmental, ethics, compliance, professional or designated channel so the concern can be examined and corrected internally. | With written authorisation, AURA can help organise the facts, identify the responsible authority and send a factual representation from its official organisational email requesting review, reasons, corrective action and a response. | If there is no meaningful response, the concern remains unresolved, retaliation/conflict exists, or the matter requires external intervention, AURA may consider referral or escalation to the competent regulator, statutory body, professional authority, vigilance body, police, court, Lok Adalat or other lawful forum, as applicable. | This route is intended for situations where ordinary people may suffer because required procedure, rules, safeguards, fairness or accountability appear not to have been followed. AURA does not decide that a violation occurred; the competent authority or court determines the legal position. |
How AURA's whistleblower/public-interest route works: AURA receives the detailed representation through support@auraclarion.org; the next-level organisational representation is sent from AURA's official organisational email, not from the complainant's personal email, when the complainant has authorised AURA to communicate on their behalf. AURA first guides the affected person to explore and use the appropriate internal mechanism so the organisation or authority has an opportunity to resolve the concern itself, where safe and appropriate. If the concern is not resolved, receives no response, involves retaliation/conflict, or requires external intervention, AURA may take the matter into consideration for whistleblower/public-interest action. With the complainant's written authorisation, AURA may send the next-level representation from its official organisational email to the competent authority, regulator, statutory body, vigilance authority, police, court or other lawful forum, as applicable. AURA does not determine guilt, act as a regulator or investigator, or guarantee a particular outcome. Confidentiality is handled on a need-to-know basis, subject to consent, safeguarding requirements and applicable law.
AURA CLARION is designed as a responsible listening, documentation and referral channel. The same approach can apply whether the concern arises in a public authority, government body, private company, NGO, educational institution, hospital or another organisation.
AURA receives a representation from the affected person or reporter and records the essential facts, dates, documents and immediate risks.
Where the person authorises AURA to act on their behalf, we help organise the facts and prepare a factual, responsible representation identifying the concerned organisation, management, officer or head.
Where safe, lawful and appropriate, AURA may send the representation on behalf of the complainant to the concerned management, officer, head or designated grievance authority, requesting acknowledgement, examination and corrective action.
If there is no response, the response is inadequate, the internal mechanism is conflicted or unavailable, retaliation occurs, or the matter requires statutory action, AURA may, with appropriate authorisation, submit or support a further representation to the competent regulator, statutory body, vigilance authority, police, legal forum, court, Lok Adalat or other lawful forum, as applicable.
AURA may help track correspondence, organise replies and support further lawful representations where appropriate. AURA does not decide guilt, exercise statutory powers, compel an authority to act or guarantee an outcome.
Where a complainant authorises AURA CLARION to act on their behalf, AURA may prepare and send a factual representation to the concerned management, officer, head or designated authority. The purpose is to seek acknowledgement, examination and appropriate corrective action.
If the matter is not resolved, there is no response, the internal mechanism is conflicted or unavailable, or statutory intervention is required, AURA may support or submit a further representation to the competent regulator, statutory body, vigilance authority, police, legal forum, court, Lok Adalat or other lawful forum, as applicable.
Confidentiality: AURA will seek to keep the complainant’s identity confidential and restrict access to sensitive information on a need-to-know basis, subject to the complainant’s consent, applicable law, safeguarding duties and the requirements of a competent authority. Confidentiality cannot be guaranteed where disclosure is legally required or necessary to protect life or safety.
Do not wait for an AURA email response. Contact the competent emergency or law-enforcement authority directly; Government of India ERSS is available at 112.
